A Guide to Importing Roll Forming machines into Zimbabwe

Here's a comprehensive guide to assist you through the process of mporting Roll Forming machine into Zimbabwe

Importing roll forming machines into Zimbabwe involves several key steps to ensure compliance with local regulations and smooth customs clearance. Here's a comprehensive guide to assist you through the process:

1. Understand Import Regulations

Zimbabwe's importation of goods is governed by the Customs and Excise Act [Chapter 23:02] and related statutory instruments. Most goods can be imported under an Open General Import License (OGIL), which does not require special permits. However, certain items are restricted or prohibited and may require specific licenses or permits. It's essential to verify whether roll forming machines fall under any restricted categories.

2. Required Documentation

Ensure you have the following documents prepared for the importation process:

  • Bill of Entry (Form 21): This is the primary document for customs declaration.
  • Supplier's Invoices: Detailed invoices from the supplier indicating the value and description of the goods.
  • Packing Lists: Lists detailing the contents of each package.
  • Freight Statements: Documents showing the cost of transporting the goods.
  • Bill of Lading: For sea shipments, this document serves as proof of shipment.
  • Certificates of Origin: Especially important if the goods are from SADC member states, to qualify for preferential duty rates.
  • Insurance Certificates: Proof of insurance coverage during transit.
  • Permits or Licenses: If the roll forming machines are classified as restricted goods, obtain the necessary import permits from the Ministry of Industry and Commerce. Trade.gov

3. Customs Duty and Taxes

Import duties in Zimbabwe are calculated based on the Cost, Insurance, and Freight (CIF) value of the goods. This includes the cost of the goods, insurance, and freight charges. In addition to customs duty, Value Added Tax (VAT) is levied on imported goods. It's advisable to consult the latest Customs Tariff Handbook or contact the Zimbabwe Revenue Authority (ZIMRA) for current duty rates applicable to roll forming machines.

4. Engage a Registered Clearing Agent

Navigating the customs clearance process can be complex. Engaging a registered clearing agent can facilitate the process, ensuring all documentation is correctly prepared and submitted, and that all duties and taxes are accurately calculated and paid.

5. Compliance with Standards

Ensure that the roll forming machines comply with Zimbabwean standards and regulations. The Zimbabwe-Consignment Based Conformity Assessment (CBCA) Programme controls the importation of hazardous and sub-standard products. Bureau Veritas has been appointed by the Ministry of Industry and Commerce to verify and assess conformity of goods in the source (exporting) country (pre-shipment verification).

6. Payment of Duties and Taxes

Duties and taxes can be paid through various methods, including cash payments at the ZIMRA Cash Office, RTGS processed through banks, Ecocash payments, or swipe (card) payments. Ensure that all payments are made promptly to avoid delays in the clearance process.

7. Post-Clearance Procedures

After clearance, arrange for the transportation of the machines to your desired location. It's advisable to have a plan in place for the installation and commissioning of the machines, including engaging qualified technicians and ensuring compliance with local safety standards.

Additional Considerations

  • Insurance: Consider insuring the machinery during transit to protect your investment against potential damage or loss.
  • Training: Ensure that your team receives adequate training on the operation and maintenance of the roll forming machines to maximize efficiency and longevity.

By following these steps and ensuring compliance with Zimbabwean import regulations, you can facilitate a smooth importation process for roll forming machines.
